Who Can Apply? Eligibility Requirements
The key members of the creative team—Producers, Directors, and Screenwriters—must meet the following requirements:
Citizenship & Residency
All key members must be Canadian citizens (as defined by the Citizenship Act) or permanent residents (as defined by the Immigration and Refugee Protection Act), unless the project is an audiovisual treaty coproduction.
Emerging Talent Status
They must have previous experience in screen-based media, such as:
- A short film (30 minutes or less)
- A web production
- Television content
- Commercials
- Music videos
- Equivalent industry experience
- They must not have previously held the same key position (Producer, Director, or Screenwriter) on a feature film (75 minutes or more).
Exceptions
Producers who have previously produced one feature film funded under this program (formerly known as the Micro-Budget Production Program) are still considered emerging talent.
Telefilm may show flexibility for individuals who have previously produced, written, or directed a micro-budget feature film funded outside of this program with a limited release.
Additional Eligibility Criteria – Festival Selection Stream
- Directors applying under this stream must have directed a short film that was officially selected at one of the recognized festivals within the two calendar years preceding the application.
- Indigenous Component: The key members of the creative team must be Indigenous
Additional Eligibility Criteria – Filmmaker Apply-Direct Stream
To qualify under this stream, all key members of the creative team must belong to at least one of the following groups:
- Indigenous

This stream is for emerging filmmakers whose short films have been selected at a recognized film festival. Filmmaker Apply-Direct Stream: This stream allows filmmakers from a variety of historically marginalized groups to apply directly to Telefilm for support. Eligible groups include Indigenous, Black, People of Colour, Women, Gender-diverse individuals, 2SLGBTQIA+ individuals, Persons with disabilities, and members of Official Language Minority Communities. Before You Submit Your Application

Submitting Your Application
Once you have all your documents and information ready, you can proceed to submit your application. Telefilm’s funding programs are generally submitted through Dialogue, their online application portal.
- First-time Applicants: If you’re applying through Dialogue for the first time, you will need to create an account for your organization. After registering, you will receive a confirmation email with a temporary ID and password. Use these credentials to log in to your new account. Once your organization is set up, any member can submit or work on an application for that organization.
- Returning Applicants: If you already have an existing Dialogue account, you can simply use your account to apply for the new program.
After You Submit Your Application
Once your application is submitted, a member of the Telefilm team will review your submission. If any information is missing or unclear, they will reach out to you. Telefilm strives to meet processing times outlined in their Service Charter, which will give you an idea of when to expect a response.
You’ll be notified about the status of your application—whether it has been approved or refused—through the Dialogue portal or via email.
If Your Application Is Approved
If your application is successful, you’ll be contacted by a member of the Business Affairs team. They will assist you with the next steps, provide feedback, and help you navigate the contract process to bring your project to life.
How Much Support Can You Get?
The Talent to Watch Program offers the following maximum contribution amounts:
- Fiction Feature Films: Up to $250,000
- Documentary Features: Up to $150,000
The financial contribution must be used exclusively for direct expenses related to:
- Production costs
- Post-production costs
Budget Requirements
To apply for the program, projects must have a total budget between $150,000 and $500,000. However, Telefilm recognizes that some projects may fall outside this budget range and offers flexibility in certain circumstances.
Additional Funded Elements
Telefilm also mandates that applicants allocate a portion of their production budgets to cover the following essential elements:
- Creating versions in both official languages (either subtitled or dubbed). An exception applies to projects in Indigenous languages, where only one official language version is required.
- Closed captioning
- Described video, regardless of the distribution platform
- Insurance package, including Errors & Omissions Insurance Policy, to ensure that the project is adequately protected during its production and distribution phases
Mentorship Support
Beyond the financial contribution, Telefilm offers invaluable mentorship support. All teams receiving funding through the Talent to Watch Program are required to participate in a Mentorship Program organized by the Institut national de l’image et du son (INIS) and the National Screen Institute (NSI).
